Although a new company (founded in December 2015), the principal of LexaGlobal is a retired U.S. Army Colonel with over 30 years of experience in program management and military education and training. Phyllis Mihalas, President and Owner of Lexa Global, has managed senior-level US Government programs and personnel with budgets in excess of $100 Million. She is an expert in the advancement of Civil Military Relations, Humanitarian Assistance, Stability and Peace Operations and International Security Assistance Training. She has devoted her career to peacekeeping and sustainable development programs, coordinating humanitarian and development partners, the private sector and worldwide communities affected by conflict and crisis. She taught Joint strategic and operational campaign planning to over 450 senior level officers and civilians, from all Services and the Interagency from 30 different nations. She coordinated Joint training between U.S. Navy, U.S. Army, and U.S. Coast Guard for military-to-military training in over 45 nations. She authored 11 graduate level courses on stability, insurgency/counterinsurgency, joint special operations, civil military operations, military theory and operational art. She also developed a program in support of the International Stability Operations Association that specifically targeted ethics training for private contractors.
Phyllis Mihalas, President and Owner of LexaGlobal, has a Ph.D. in Educational Administration and a Post-Doctoral Certificate in Organizational Leadership. Dr. Mihalas’s areas of expertise, and LexaGlobal’s core competencies, encompass the following:

EXPERIENCE Highlights
- In Ethiopia and Eritrea, organized programs for the youth who were displaced as a result of the Ethio-Eritrea Wars. These programs were designed to take disenfranchised youth and provide them with employment training opportunities and placement.
- In Mekele, Ethiopia, designed and funded a program for Mums for Mums, a program that provided job training, HIV/AIDS training, and educational programs for women displaced as a result of the Ethio-Eritrean Wars.
- In Manda Bay, Kenya and Somali border villages, organized “Discussion Groups” with local elementary and secondary schools. These programs were designed to help students in their studies through afterschool and long-term educational programs.
- In Liberia, developed programs designed to empower and employ young women following that 12-year civil war.
- Commanding Officer, U.S. Military Observers for the United Nations Mission in Ethiopia and Eritrea (UNMEE) and as the CIMIC Officer (G5) responsible for over 205 Quick Impact Projects across the Temporary Security Zone.
- Officer in Charge, Technical Assistance Field Team (Ethiopia). Designed curriculum, coordinated initial cadre, taught courses and transitioned permanent U.S. instructors for the Ethiopian Defense Command and Staff College. Coordinated between U.S. Embassy, Addis Ababa and Ethiopian National Defense forces in support of CENTCOM security cooperation, military to military courses.
- Chief, Programs Division, DCS for Training, US Army Training and Doctrine Command (TRADOC), responsible for the management of over 1,700 U.S. Army courses throughout 17 TRADOC installations with a budget in excess of $50 Million and the immediate supervision of 35 senior civilians and 6 military personnel.
- Executive Officer for the TRADOC Deputy Commanding General, U.S. Army Reserve and managed a staff of 5 and overall budget of three million dollars.
- Special Project Officer, Special Operations/Low Intensity Conflict (SO/LIC), Officer of the Secretary of Defense (OSD) to research Black PSYOPs during various named operations.
- Director, Strategy and Plans and Senior Advisor to the Commanding Officer of the U.S. Navy’s Maritime Civil Affairs and Security Training Command (MCAST) to man, train, equip and deploy over 300 U.S. Sailors in support of Civil Military Operations and Military to Military Training across all geographic COCOMs.
- NATO’s subject matter expert on CIMIC in the Maritime Environment Experiment (CMEE), responsible for all aspects of U.S. Navy input.
- Commanding Officer, 3rd and 5th PSYOP Company
- Participated in five named operations from URGENT FURY to OEF
- Instruct courses in Maritime stability operations, maritime civil affairs and peacekeeping operations to approximately 100 military and civilian students yearly.
- Supported curriculum develop/simulation exercises with the U.S. Institute for Peace.
